Per @MaggieNYT: the White House had "planned to release the list of those granted clemency earlier on Tuesday" but hit a snag with Bannon.

Trump is expected to grant clemency to former Detroit Mayor Kwame Kilpatrick who is set to serve in prison until 2037 after being convicted on 24 counts.
Kilpatrick was an example Trump supporters would often bring up with me to illustrate why they thought Dems were so corrupt.
